Murugan (MG Ramachandran) is a smart Indian scientist who found a way to save some of the power from lightning. He tells other scientists about this at a conference in Hong Kong. But then he says he won't share his discovery because he is worried it could be used to make weapons since the world seems close to another big war. Another scientist named Bairavan (SA Ashokan) says Murugan is lying about his research work. So, Murugan shows them a demonstration and then pretends to destroy his important research papers, which makes the other scientists upset. Bairavan offers Murugan a lot of money to sell his research to another country, but Murugan says no. Murugan then goes on a trip around the world with his girlfriend, Vimala (Manjula). He tells Vimala that he only pretended to destroy his research notes and that he actually hid them safely. He had plans to use his discovery for good things. Bairavan, who has been secretly following them, hears this and decides to steal the notes. While they are in Singapore, Bairavan shoots Murugan with a special gun, but doesn't kill him. Vimala faints when she sees the attack. Murugan seems to have a mental problem after this and is taken by Bairavan. Soon after, Bairavan kidnaps Vimala also. He hopes she can cure Murugan so that Murugan will tell him where the research papers are hidden. Raju, who is a police officer and Murugan's younger brother, comes to Singapore to look for him. The rest of the story is about how Raju finds his brother and what happens to everyone else. MGR plays a dual role as Raju and Murugan. Overall, Ulagam Sutrum Valiban is an entertaining watch.
