‘Honest’ (Vijayakanth) Raj, a police officer, is investigating the murder of a politician. Raj suspects R.R. (Radha Ravi) but is taken off the case due to political pressure. Years later, when the state is under special rule, Raj is brought back to investigate the disappearance of a man whose sister also vanished. The missing man's wife has been pleading with the court, saying her husband disappeared at the police station. Raj investigates. The wife says her husband went to the police station to ask about his sister's disappearance. He had given information to a magazine. The police inspector got angry and beat him, and Dharma (Anandaraj) also beat him, and then he was taken away in an ambulance. Honest Raj tries to investigate Dharma, but Dharma escapes.
