Velu is the son of an anti-government union leader, Bhuvan. The police arrested him for getting information by gaining Velu’s trust. Later, police killed his father. He felt betrayed, stabbed the police inspector, and ran away to Bombay. Velu was raised by Husain, who was a kind-hearted person but a smuggler who lived in the Dharavi slums. One day, Velu decided to take over the smuggling activity on behalf of Hussain as he was sick. He demanded a higher commission from the smugglers, enraged them, and they involved police inspector Kelkar to arrest Hussain and kill him in jail. His case was closed, stating it to be a suicide. Velu was angry as he knew the truth and murdered Kelkar. Kelkar's family consist of his wife and a mentally challenged son, Ajit, and Velu later takes care of them. Velu crossed paths with a schoolgirl who was forced to be a prostitute. She was interested in studies. He was impressed by her innocence and courage and ended up marrying her. They had two children: Surya and Charumathi. He gained popularity as he supported the local people. Velu’s rival tries to attack him, but Neela gets killed instead. After her death, he moved his children to Madras to safeguard them. As the year passed, his power increased in Bombay, and he became known as Velu Naicker. After completing their studies, Surya and Charumathi returned to Bombay. Surya follows Velu’s footsteps. Initially, he hesitated but learned to accept later. The police, in a botched mission, Surya gets killed as he tries to run. For the death of Neela and Surya, Charumathi blames Velu. She wanted to stay away from her father and his violence, so she left her father and his house. After a few years, a new ACP, Patil, was appointed to eliminate gangsters. Velu was his first target.
