Madhuravel/Madhurey (Vijay) runs a shop with his friend Pandu (Vadivelu) at the vegetable market. He is a kind person. He always helps people in need. Kamatchi (Seetha) is his neighbour, and she lives with her two daughters, Anitha and Maheshwari. Madhurey is friends with them and helps them a lot. He often fights with goons in the market. He also gets rid of some loan sharks. Anitha (Rakshita) and Maheshwari (Tejashree) like Madhurey. However, he likes Anitha more than Maheshwari. While Madhurey is fighting some criminals one day, someone's briefcase falls open. Kamakshi sees a newspaper inside the briefcase with photos of Madhurey and her eldest daughter, Susheela (Sonia Aggarwal). For some reason, she becomes furious and shoots Madhurey. He ends up in the hospital. The story then goes back in time. Madhurey was the district collector of Madurai. Susheela and Pandu were his helpers. He was a very active officer who went out on the streets to solve people's problems. He fought criminals himself because he didn't trust the police department to clean up the city.
