Senior politician Ashok Metha is angry when Roopavathi (Lakshmi), a younger member, becomes the Prime Minister of India. He pretends to accept it but secretly plans to kill her. Meanwhile, a top officer is murdered in Delhi by a hitman named Robin (Anandaraj), and Vidya (Suman Ranganathan) sees it happen. Vidya goes to Chennai for a dance show and falls in love with Subash (Vijayakanth). He is an honest police officer who is sad about his sister's death. Subash impresses Roopavathi by arresting Vannai Varathan, a politician from her own party, for causing trouble. Roopavathi gives Subash her support. Varathan is arrested, vowing revenge. Subash and Vidya start to like each other. Robin comes to Chennai to kill Vidya. Subash catches him and, following orders from his boss takes Robin to Delhi with Vidya to hand him over. Robin's gang, pretending to be police, helps him escape, and Subash is suspended. However, Subash promises to find the criminals and stays at Vidya's Delhi home. The movie has more interesting twists and turns in the later half. The other actors in the movie include Vaishnavi, Nassar, Senthil, Thyagu, Chinni Jayanth, and Ponnambalam. Overall, Maanagara Kaaval is a decent action crime thriller to enjoy watching with your family.
