The plot of Varunan centers on the rivalry between two local water supply businessmen. Ayyavu (Radha Ravi) is an established figure who runs a water plant and supply agency. He is respected by his workers, including the loyal Thillai (Dushyanth Jayaprakash) and Marudhu (Priyadharsan). On the other side is John (Charanraj), his competitor who depends on Ayyavu’s plant to refill his own water cans. The conflict begins as a simple competition for territory, however, it quickly turns dangerous. While Ayyavu and John try to remain professional, the people around them stir up trouble. John's brother-in-law, Dabba (Shankarnag Vijayan), and his sister, Raani (Maheshwari), have greedy plans. They start using the water can business as a cover to smuggle illegal alcohol. This criminal activity creates a lot of problems and leads to violent fights between the two groups. The "water war" grows, and innocent people get caught in the middle. Thillai, who views his work with great pride, finds himself fighting to protect his team and his honour. During this time, he also shares a romantic bond with Sittu (Gabriella Charlton). When the situation reaches a breaking point, a tragic death occurs, forcing a final showdown between the rival groups.
